WAYNE P. MARQUIS
Danvers Town Manager

The Town Manager, as Chief Executive Officer and Chief Fiscal Officer, is responsible to the Board of Selectmen for the overall management of the Town organization, exclusive of the School and Library Departments. He is also responsible for the construction, repair, and maintenance of School and Library facilities. His duties include development of recommended plans and policies, the implementation of Board-established plans and policies, carrying out Town Meeting actions, including by-laws and interfacing with federal, State, regional, and other governmental agencies to promote the Town’s interests. The Manager is responsible for collective bargaining and personnel management for all Town employees except for School and Library. Since 1994, he has participated in School Department collective bargaining matters as a result of the Education Reform Act. As Chief Financial Officer, he is accountable for the financial integrity of Danvers’ Town government.
Wayne Marquis joined the Town organization in 1975 as a Management Intern. In 1977, he was appointed Assistant Town Manager and assumed operational responsibilities for personnel, purchasing, and budget functions. He was appointed Town Manager in 1979.
Wayne is a former member of the Board of Directors of the Massachusetts Municipal As-sociation [MMA] and is a member and former chairman of the Board of Directors of the Massachusetts Interlocal Insurance Association [MIIA]. He is the former chair of the Mas-sachusetts Municipal Association’s Statewide Health Care Committee and is currently a member of the MMA’s Fiscal Policy Committee. He also served as Chairman of the MMA’s Special Committee on Electric Industry Restructuring. Wayne served four terms as a member of the Governor’s Local Government Advisory Committee and is a former member of the Board of Directors of Massachusetts Blue Cross. He is also a Corporator of Beverly Hospital and is a member of the Essex National Heritage Commission. He was the Chairman of Temporary Oversight Board that worked toward the merger of the North Shore Regional Vocational High School, the Essex Agricultural Institute and the Peabody Vocational High School.
Wayne is a former Vice President of the Massachusetts Municipal Managers Association [MMMA], was Chairman of its 1991 National Conference Committee and is a member of its Strategic Planning & Ethics Committees. He is an active member of the International City Managers Association [ICMA], having conducted presentations at national conferences. He served as Chairman of its National Conference Committee.
A native of Danvers, Wayne was educated at Danvers High School and Salem State College [B.A., 1975]. He received a Master’s Degree in Public Administration from Northeastern University in 1981 and has completed continuing education courses at Clark University and the University of Massachusetts. Wayne lives in Danvers with his wife Nancy.
