ENHC Partnership Grants
Reporting Requirements
You must follow certain requirements as you carry out your ENHC Partnership Grant.
Non-profit status
- The grantee certifies that it is organized as a non-profit entity or association, municipality, or government agency, and that the project will be non-profit in nature.
Limitation on the use of grant funds
- Grant funds may be expended only for project purposes set forth in the proposal as originally approved or subsequently amended.
- The grantee shall promptly refund any balances of unobligated cash that ENHC has paid.
Other Provisions
- The grantee is subject to the provisions of OMB Circular A-102 or A-110 as applicable.
- The grantee must procure and maintain Workman's Compensation (if applicable) and General Liability Insurance ($1,000,000 per person; $2,000,000 per incident); and name the National Park Service as an additional insured.
- Preservation grantees must comply with the Secretary of Interior's Standards for the Treatment of Historic Properties.
- The grantee must complete certifications regarding Debarment, Suspension, and Other Responsibilities Matters, Drug-Free Workplace Requirements and Lobbying. These will be sent with your contract.
- The grantee must request extension of grant period, budget changes or programmatic changes in writing.
Match
- All non-federal matching funds should be contributed during the grant period that begins when the grant agreement is signed by the grantee.
- The grantee must match their grant award dollar-for-dollar from sources other than federal funds, such as state, local and/or private funds, or from your own funds. Matching funds can be cash or in-kind. Cash matches require that actual money change hands and must be documented with copies of invoices and cancelled checks.
- In-kind matches include goods and services donated by individuals or organizations for which a fair market value can be determined. Identify, document, and value the item and/or service.

- Match contributions cannot be included for any other federally assisted program. Unacceptable matches include operating costs of sites/organizations and routine repair and maintenance costs.
Grant Accounting Records
- The grantee shall maintain accounts, records, and other evidence pertaining to costs incurred and revenues acquired under this grant so that project expenditures can be clearly identified.
- Under certain approved circumstances, the grantee may arrange to have the funds handled through the treasury of an existing organization
- All disbursements by the grantee shall be supported by copies of invoices, sales slips, cash register receipts, checks, etc.
- Authorized federal agencies may inspect program records during the grant period.
- Records must be kept on file for a minimum of three years following termination of the grant period.
- Grantees subject to A-133 and/or A-128 audit requirements must send a copy of the audit report within thirty days after the completion of the audit.
Publicity
- The grantee will notify ENHC of events, presentations, etc., so an ENHC representative may attend.
- The grantee will send out a press release announcing the grant award. ENHC will provide a sample press release.
- The grantee will acknowledge ENHC support in all materials publicizing or resulting from grant activities. Productions, videos, displays, exhibits, print materials, etc. should include an acknowledgement of ENHC grant support as well as the ENHA logo. Acknowledgement language should read: "This project is funded in part by a grant from the Essex National Heritage Commission." If ENHC is the largest contributor, the language should read: "The Essex National Heritage Commission is the primary grant sponsor of this project" as applicable.
- Web sites should contain the same acknowledgement as print materials as well as a link to the ENHA web site, www.essexheritage.org.
- The ENHA logo should be on all signs, markers, etc. The ENHA logo is available for downloading at www.essexheritage.org.
- Preservation grant recipients will prominently display an exterior project sign provided by ENHC. The grantee will submit a photograph of the sign in place.
Deliverables and Final Evaluation
- Interim Report: (For 2007 Grants or earlier.) At the midpoint of the project, the grantee will present deliverables evidencing project activities or a summary report of work completed to date, as well as documentation of project expenses and matching funds expended to date.
- Final Report: At the end of the project period, the grantee shall submit a final report of activities undertaken and an evaluation of their effectiveness in attaining the goals of the project. Please include a description or copies of publicity received. Also indicate if all or part of the project activities will be continued after the end of the grant period and if they will be supported by other grant funds or institutional funds. The grantee shall also submit final documentation of matching funds expended, and a final budget report.
- Please include any project products and provide photographs (4" x 6") of project/program activities in your final report.
- All deliverables should be completed by June 30 of that grant cycle.
